Job DescriptionPosition Overview\nSMX Services & Consulting, Inc. is recruiting a Contract/Project Manager (C/PM) in anticipation of award of the U.S. Department of Housing and Urban Development's NSPIRE NextGen contract.\n\nThe C/PM is designated Key Personnel and will be responsible for the performance of contract work and deliverables in accordance with the agreed schedule. The individual will have authority to act on matters relating to the daily operation and technical aspects of the contract.\nThis position is contingent upon contract award.\n\nMandatory Requirements\n\nMUST BE A U.S. CITIZEN.\nMust be eligible to work as a W-2 employee of SMX Services & Consulting, Inc. for contract performance.\nMust be able to satisfy HUD personnel security and access requirements applicable to the position.\nMust possess sufficient technical knowledge to receive assignments, guidance, and direction from the HUD Contracting Officer and Contracting Officer's Representative (COR).\nMust be available to support the contract's required operating schedule and project activities.\nMust be capable of managing a complex federal technology modernization program.\nMust be able to effectively manage communications with government stakeholders and technical/business teams.\n\n\nKey Responsibilities\n\nServe as the primary Contract/Project Manager for NSPIRE NextGen.\nAssume responsibility for successful performance of contract work and deliverables.\nManage day-to-day contract and project execution.\nMaintain responsibility for scope, schedule, performance, and budget coordination.\nServe as a primary interface with the HUD COR, Contracting Officer, and other designated HUD stakeholders.\nCoordinate cross-functional technical and business activities.\nManage processes, objectives, schedules, and deliverables supporting successful NSPIRE NextGen implementation.\nReceive and execute assignments, guidance, and direction from authorized HUD officials.\nMonitor project status and communicate risks, dependencies, issues, and corrective actions.\nParticipate in required program and technical meetings.\nSupport Change Control Board activities.\nParticipate in daily and integrated Scrum activities.\nParticipate in IT and business status meetings.\nCoordinate preparation of required meeting agendas, minutes, action items, and follow-up activities.\nSupport disciplined Agile program execution and delivery.\nCoordinate activities associated with modernization, data migration, security, testing, deployment, and production support.\n\n\nDesired Professional Qualifications\nStrong candidates should demonstrate experience managing complex federal or public-sector technology programs involving one or more of the following:\n\nEnterprise application modernization\nCloud-based systems\nCOTS/XaaS implementations\nLarge-scale data migration and transformation\nAgile/SAFe delivery environments\nDevSecOps\nSystem integration and APIs\nCybersecurity and federal compliance\nProduction implementation and operational support\nMulti-team or multi-vendor programs\n\nPMP certification is highly desirable.\n\nExperience working in SAFe environments and/or holding SAFe Scrum Master certification is also highly desirable because the NSPIRE NextGen program requires professional certification capability in these areas.\n\nSecurity and Suitability\nMUST BE A U.S. CITIZEN.\nThis position does not currently identify a Secret, Top Secret, or TS/SCI clearance requirement in the solicitation materials reviewed.\n\nThe selected individual must, however, be capable of satisfying applicable HUD personnel security requirements. Depending on system access, requirements may include:\n\nHUD-acceptable Personal Identity Verification (PIV)\nBackground investigation\nFingerprinting/FBI criminal-history check\nCompliance with HUD information-security and access-control procedures\n\nContinued employment on the program is subject to successful completion and maintenance of applicable government suitability and access requirements.\n\nEmployment Requirement\nThe Contract/Project Manager is designated Key Personnel under the PWS.\nFor contract performance, the C/PM must be an employee of the prime Contractor. This role therefore will be filled as an SMX W-2 position, subject to contract award and final onboarding requirements.\n\nCompensation\nAnticipated W-2 compensation:\n$77.74–$82.32 per hour\nEquivalent annualized compensation at 2,080 hours:\nApproximately $161,700–$171,200 per year\nFinal compensation will depend on qualifications, experience, certifications, contract requirements, and award.\n\nWork Schedule\nThe anticipated contract operating schedule is:\nMonday through Friday, 8:00 AM–4:30 PM Eastern Time, excluding federal holidays, with work performed in accordance with contract requirements.\nImportant Notice\n\nThis is a contingent position associated with SMX's pursuit of the HUD NSPIRE NextGen contract. Employment and start date are contingent upon contract award, government approval where applicable, successful completion of SMX onboarding requirements, and satisfaction of applicable HUD security/suitability requirements.\n\n
