Functional Purpose In accordance with Equal Employment Opportunity Commission (EEOC) regulations and internal Postal Service procedures, conducts investigations into formal EEO complaints requiring national level attention.
DUTIES AND RESPONSIBILITIES:
Conducts thorough analysis of formal EEO complaints, including reviewing files and records for completeness and timeliness; examines, verifies, and integrates evidence; research applicable policies; procedures and regulations pertaining to the issues and allegations presented. Conducts investigations to determine all evidence tending to prove or disprove allegations relevant to the issues; interviews all witnesses involved or identified; obtains affidavits, declarations, depositions, and supporting documentation; and organizes evidence for investigative file and completes the report of investigation. Analyzes evidence and data to identify and document trends and causal relationships related to discrimination complaints. Refers instances of non-compliance with Postal Service policy to appropriate EEO manager; refers appropriate cases to manager for dismissal pursuant to EEOC regulatory procedures. Ensures confidentiality in all cases. Maintains contact with human resources staff to provide a continual exchange of information regarding policies, procedures, regulations, and administrative personnel actions. Provides program oversight, guidance, and technical advice to employees regarding EEO policies, processes, procedures and systems; and conducts EEO training and orientation sessions. Requirements:
Knowledge of issues related to equal employment opportunity in the federal government. Knowledge of investigative report writing, including requirements regarding format, thoroughness, objectivity, and documentation. Knowledge of the principles and methods of formal complaint resolution. Ability to plan investigations, including determining the scope of the investigation, who should be interviewed, and what documents are relevant. Ability to conduct formal investigations, including using courtesy, tact, and discretion when interacting with people. Ability to integrate and analyze information gathered during an investigation to assure that the major issues have been addressed, the scope of the investigation is sufficient, and that the facts are adequately substantiated. Ability to prepare written analytical reports which include a documented summary and comparative analysis and which are useful to an independent reviewer in making final agency decisions. Reimbursement of relocation expenses will NOT be authorized Qualified applicants must successfully pass a pre-employment drug screening to meet the U.S. Postal Service's requirement to be drug free.
