Encompass Community Supports, formerly known as Rappahannock Rapidan Community Services (RRCS) is hiring a Permanent Supportive Housing (PSH) – Program Supervisor. Encompass Community Supports is a Virginia State community services organization that improves the quality of life in Culpeper, Fauquier, Madison, Orange, and Rappahannock Counties by providing comprehensive mental health, substance use, developmental disability, housing, children’s, and aging services. At Encompass Community Supports, our full-time employees work 37.5 hours weekly.
Our PSH - Program Supervisor provides supervision and leadership to the Permanent Supportive Housing (PSH) Program; coordinates with DBHDS regularly for grant requirements; monitors program fidelity.
ESSENTIAL FUNCTIONS:
Assigns, supervises, monitors and guides the work of program staff; counsels and evaluates staff; orients and trains new employees. Plans and provides for staff professional development activities, develops and implements employee recognition programs; ensures staff completes all required trainings.
Ensures programs operational compliance to all regulatory and grant guidelines. Coordinates program operations with other agency programs and support functions; advocates for program and client needs within management and other teams.
Establishes services, program goals/standards and outcomes; analyzes outcomes, reports on results and trends, develop workflows. Evaluates overall program quality. Conducts needs assessments and makes recommendations to Division Director.
Provides oversight for admissions and discharges; waitlist; assigns screenings/intakes/openings; manages caseload levels.
Develops/ meet program budget; Approves/ denies expenditures based on available budget; monitors program revenues / expenditures; Oversees payer authorizations /eligibility; coordinates billing reconciliation; identifies and coordinates funding sources.
Prepares and submits grant reports and grant applications for expansion.
Strives to meet high program fidelity based on DBHDS expectations. Conducts regular chart reviews and program audits.
Serves and/or leads various divisional and organizational committees. Coordinates work and planning with other programs in the division/organization. Provides community education to increase awareness of the program.
Serves as a community liaison. Provides outreach and responds to citizen inquiries, concerns and complaints.
Completes required agency and program trainings.
OTHER FUNCTIONS:
Coordinates needed supplies and equipment.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of community and agency resources and programs of regional and state sources for the community service population; general knowledge of interviewing and supportive counseling techniques; general knowledge of social casework techniques; general knowledge of human development and behavior; general knowledge of the theories, principles and techniques of individual, family and group therapy; ability to plan and supervise the work of subordinates; ability to analyze facts and exercise sound judgment in arriving at conclusions; ability to communicate complex ideas effectively, orally and in writing; ability to prepare clear and concise reports; ability to establish and maintain effective working relationships with clients, staff, associates and the general public; knowledge of MS Office, to include Word and Excel; knowledge of and ability to effectively utilize electronic health records, knowledge of and ability to complete grant applications, knowledge of and ability to complete budge

EDUCATION AND EXPERIENCE
Required:
Bachelor’s degree in the human services or related field and at least 2 years of experience working with people diagnosed with mental illness.
Prefer:
Experience in case management / support coordination.
Supervisory experience
Holds Qualified Mental Health Professional (QMHP) certification.
Experience in supportive housing
PHYSICAL REQUIREMENTS:
This work requires little or no physical effort or exertion. Working conditions are good; environment may be slightly dirty or involve occasional exposure to some disagreeable elements; accidents are improbable other than minor injuries; health hazards negligible; some mental effort and stress are involved resulting in inconvenience and frustration. The worker is subject to inside and outside environmental conditions. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.
SPECIAL REQUIREMENTS:
Valid Virginia driver’s license; attends training and maintains certifications as required by the Agency and regulatory guidelines, such as CPR, First Aid, Person-Centered Plan, and DBHDS Case Management Modules.
