Salary Range: $150,000.00 To $175,000.00 Annually
Community Mainstreaming Associates (CMA) is a non-profit organization dedicated to supporting individuals with developmental disabilities. We are seeking an experienced business leader to oversee Business Operations including Information Technology, Facilities, Procurement, and Compliance.
Responsibilities
Technology & Business Services: Oversee technology, cybersecurity, data protection, access controls, backup and recovery systems, equipment, telecommunications, applications, platforms, document services, supplies, and related policies. Manage technology and business service providers, vendors, contracts, assets, service levels, onboarding and offboarding controls, and replacement planning. Lead sourcing, negotiations, vendor management, and cost-saving initiatives. Ensure business systems and technology infrastructure are scalable, secure, reliable, and aligned with organizational needs.
Facilities, Maintenance, & Capital Projects: Ensure that all CMA properties are attractive, safe, secure, accessible, and impeccably maintained, reflecting the highest standards of quality and care. Coordinate facility priorities with program leaders and executive leadership. Control project costs and provide executive leadership with regular updates regarding major capital projects. Oversee renovations, expansions, major repairs, and capital improvement projects. Ensure effective preventive maintenance, inspection, repair, and facility tracking systems are in place and maintained.
Fleet, Insurance & Risk Management: Monitor fleet costs and ensure transportation resources support program and operational needs. Oversee vehicle fleet safety, maintenance, acquisition, replacement, registration, inspection, disposal, and driver compliance. Work with Insurance broker(s) to obtain appropriate insurance coverage for organizations, including; Property, Automobile, Cyber-security, General liability, Professional liability, Employment Practices, Umbrella.
Compliance & Regulatory Oversight: Oversee the Agency Compliance Officer and maintain an independent, adequately resourced compliance program. Provide oversight related to Medicaid billing and documentation, state regulations, HIPAA, privacy, recordkeeping, individual rights, incident reporting, safeguarding, and employee obligations. Maintain internal controls designed to prevent, identify, investigate, report, and correct billing errors, overpayments, fraud, abuse, neglect, conflicts of interest, and other potential violations. Ensure compliance concerns are addressed appropriately and that individuals who report concerns are protected from retaliation. Review compliance risks and findings and elevate significant matters to appropriate leadership. Oversee corrective action plans, compliance training, audits, and investigations. Keep executive leadership and the Board informed of material compliance and risk developments.
Administration & Strategic Leadership: Develop scalable administrative systems, policies, service standards, and performance measures to support organizational growth. Evaluate and streamline business processes to improve operational efficiency, service quality, accountability, and cost effectiveness. Develop and manage operating and capital budgets, expenditures, purchasing controls, contract controls, cost analysis, and financial reporting. Develop multi-year capital, equipment, technology, and infrastructure projections. Lead and develop Business Administration and Compliance staff through clear expectations, performance goals, accountability, succession planning, recruitment, retention, collaboration, and continuous improvement. Lead the strategic and operational management of CMA's social enterprise, including business planning, financial sustainability, performance monitoring, workforce coordination, community partnerships, and alignment with CMA's mission. Advise the CEO, Senior Leadership, and Board on significant, technology, facilities, risk, compliance, and infrastructure matters. Develop performance measures and reporting systems that provide leadership with visibility into organizational operations and resource utilization.
Minimum Qualifications: Bachelor's degree in a relevant field. Seven to ten years of progressive management experience within a complex organization. Demonstrated experience leading multiple administrative functions, including budgets, contracts, capital projects, facilities, fleet, insurance, risk, technology, cybersecurity, or compliance. Strong data management and analytical skills. Strong negotiation, communication, and problem-solving skills. Demonstrated ability to lead teams, manage complex projects, and collaborate across departments. Ability to develop and implement organizational policies, procedures, systems, and performance measures. Strong understanding of organizational risk, operational controls, and regulatory compliance
Preferred: Master's degree in business administration, public administration, healthcare administration, nonprofit management, or related field. Experience leading technology, cybersecurity, facilities, fleet, insurance, risk management, and compliance functions. Knowledge of Medicaid, HIPAA, privacy requirements, and regulations governing services for individuals with intellectual and developmental disabilities. Experience working directly with a CEO, executive leadership team, and/or Board of Directors. We offer a comprehensive health and welfare benefits package.
