Position Summary: The Construction Lead has overall responsibility for coordinating the design, permitting, material acquisition, construction, and tiein of outside plant (OSP) construction projects and programs, including Fiber-to-the-Home (FTTH) delivery. This role monitors all aspects of assigned projects, expediting or escalating as appropriate to achieve cost, quality, and schedule goals, and makes recommendations to management to keep work on track. The ideal candidate is a detailoriented, organized project owner who works effectively with contractors, permitting agencies, property owners, and internal teams to move projects from concept through timely turnover.
Key Responsibilities: Coordinate design, permitting, material acquisition, construction, and tiein for OSP construction projects and programs. Monitor all aspects of assigned projects, expediting or escalating as appropriate to meet cost, quality, and schedule goals. Manage complex FTTH circuit installations, working closely with internal departments to maintain workflow continuity and meet customer committed due dates and departmental goals. Support conceptual development and budget management of projects and programs, including route development, cost estimating, project planning, scheduling, and mapping. Identify pole ownership, rightof-way (ROW), and permit requirements for proposed routes. Communicate and coordinate with city, county, and state permitting agencies. Work with private property owners, including individuals and railroad companies, to secure easements and licenses. Work with telephone companies and private building owners to secure building entrance approvals and coordinate installation of building entrances. Monitor contractor progress, quality inspection, service level agreement (SLA) adherence, and timely turnover of assigned projects. Read and interpret construction documents, including prints, plans, and fiber splicing diagrams. Review preliminary construction prints from ROW authorities to identify potential conflicts and attend utility coordination and construction progress meetings as needed. Summarize potential solutions and make logical recommendations to management, including process improvements. Leverage AIenabled tools and technology to improve reporting, project tracking, documentation, and decision-making.
Qualifications: Experience in OSP construction, FTTH delivery, or related outside plant project coordination. Ability to read and interpret construction documents, prints, plans, and splicing diagrams. Strong problemsolving and critical-thinking skills, with the ability to analyze problems and priorities and make decisions. Excellent organizational, detailoriented, time management, and multi-tasking skills. Strong, effective technical communication skills, both verbal and written. Ability to be assertive and escalate with internal departments and external teams as needed to maintain proper workflow for customer orders. Ability to provide recommendations for process improvements. Aptitude to learn quickly and adjust rapidly to developing business needs. Ability to contribute equally as an individual contributor or in a team environment. Experience working directly with customers, with the ability to communicate professionally and empathetically. Knowledge of Microsoft Office tools, including Excel, Word, and Outlook. Demonstrated ability to use AIassisted tools and technology to improve productivity, analysis, reporting, and operational efficiency.
Preferred Qualifications:
  • Experience with Vitruvi, IQGeo, CAD/E, Micro
  • Station, AutoCAD, or similar design programs.
  • Previous OSP Construction Manager experience.
  • Experience working with city, county, and/or state agencies.
  • Contractor management experience.

AI Adoption & Applied Productivity: Uses AI tools to enhance planning, reporting, analysis, and project execution. Execution & Accountability: Delivers projects on schedule, within budget, and to quality expectations.
