Role Description:
The Human Resources Manager role at Citizens Development is a part-time, remote position responsible for overseeing core HR functions to support a distributed mental health workforce. On a day-to-day basis, this role will manage recruitment and onboarding processes, including posting job openings, screening applicants, coordinating interviews, and guiding new team members through orientation. The HR Manager will administer employee records, benefits coordination, and timekeeping processes in alignment with company policies and applicable regulations. They will provide guidance to managers and employees on HR policies, performance management, and employee relations matters, escalating issues when appropriate. The role will also participate in developing and implementing HR procedures, compliance practices, and training initiatives to foster an inclusive, supportive, and legally compliant work environment.
Qualifications:
Experience in core HR functions such as recruitment, onboarding, employee relations, and performance management. Knowledge of HR policies, labor laws, and compliance requirements applicable to remote and multi-state workforces. Strong organizational and administrative skills, including maintaining accurate HR records and handling sensitive information confidentially. Excellent written and verbal communication skills, with the ability to support managers and employees at all levels. Proficiency with HRIS or HR-related software, as well as common productivity tools (e.g., email, video conferencing, spreadsheets).Demonstrated ability to work independently in a remote environment, prioritize tasks, and meet deadlines. Experience in healthcare or mental health settings is preferred, with an understanding of the unique needs of clinical and support staff. Bachelor’s degree in Human Resources, Business Administration, or a related field, or equivalent combination of education and relevant experience. Professional HR certification (e.g., SHRM-CP, PHR) is a plus.
