Role Overview We are seeking a seasoned Delivery Manager – Public Sector to lead large-scale enterprise technology engagements for public sector clients. This role is ideal for a delivery executive with deep experience managing fixed-bid/fixed-fee programs exceeding $2M in value while leading complex application development, platform implementation, and modernization initiatives. The ideal candidate brings a strong IT Services & Consulting background, exceptional client leadership skills, and a proven ability to deliver high-visibility engagements with operational excellence, financial accountability, and stakeholder confidence. Key Responsibilities Program & Delivery LeadershipLead end-to-end delivery of large-scale fixed-price/fixed-bid engagements for public sector clients.Manage application development, platform implementation, and application migration programs from initiation through go-live and hypercare.Ensure delivery excellence across scope, schedule, budget, quality, and client satisfaction metrics.Drive governance, project controls, risk mitigation, and escalation management across multiple workstreams.Client & Stakeholder ManagementServe as the executive point of contact for client stakeholders, delivery teams, and leadership.Build trusted advisor relationships with agency leadership, business stakeholders, and technology partners.Lead steering committee meetings, executive reporting, and operational reviews.Manage stakeholder expectations while ensuring alignment between business objectives and technical execution.Financial & Commercial ManagementOwn delivery financials for fixed-fee projects, including forecasting, margin management, resource planning, and change controls.Ensure successful management of contracts, milestones, deliverables, and acceptance criteria.Drive accountability across distributed delivery teams and vendor ecosystems.Team LeadershipLead cross-functional teams across architecture, engineering, QA, business analysis, and operations.Mentor project managers and delivery leads while fostering a high-performance delivery culture.Promote delivery best practices, process optimization, and continuous improvement initiatives.Required Qualifications15–22 years of overall IT experience with significant leadership experience in enterprise delivery management.Proven experience managing fixed-bid/fixed-fee engagements exceeding $2M from the vendor/consulting side.Strong background in IT Services & Consulting organizations.Demonstrated success leading:Enterprise platform implementationsApplication development initiativesApplication modernization and migration programsExperience managing complex public sector or government technology programs.Strong knowledge of SDLC methodologies including Waterfall, Agile, and Hybrid delivery models.Expertise in delivery governance, financial management, risk management, and stakeholder communication.PMP certification preferred.Bachelor’s degree required; MBA or advanced degree preferred.Preferred ExperiencePublic sector modernization programsCloud migration and enterprise transformation initiativesMulti-vendor delivery environmentsLong-term strategic client engagementsWhat Makes You SuccessfulExecutive presence with strong communication and client-facing skillsHigh ownership mentality with strong operational disciplineAbility to lead under pressure in highly visible environmentsStrong commercial acumen and delivery accountabilityCollaborative leadership style with the ability to motivate distributed teams Powered by JazzHRQzeu2KfMfF
