About the role

Providing strategic guidance and expert advice, the part-time Portfolio Specialist will manage projects and programs remotely, ensuring compliance with local regulatory best practices and optimizing procurement processes in Argentina and Uruguay. Key responsibilities Deliver technical analysis and operational recommendations for UNOPS operations, ensuring adherence to infrastructure and public contracting regulations Support project management through resource monitoring and procurement planning, ensuring compliance with timelines and applicable regulations Facilitate the development of strategic partnerships and contribute to portfolio growth by identifying opportunities and drafting project proposals Required qualifications Master's degree in International Relations, Business Administration (MBA), Political Science, International Development, Economics, Law, or a related field, or a Bachelor's degree with two additional years of relevant experience Minimum of 5 years of experience in managing complex projects at national and/or international levels 2 years of experience in negotiating and drafting collaboration agreements and project proposals Proficiency in Spanish (native level) and intermediate English (desirable) Certifications in Project Management (PMP, PRINCE2) or related legal/regulatory fields are desirable
